A tangled title is a property title that does not that accurately reflect the present homeowner’s claim to the home. This can result in a major barrier to acquisition that is especially difficult for a new developer to navigate.
Jaclyn Quinn, Esq. is an experienced attorney in navigating tangled titles. Come learn about how tangled titled issues can be resolved and ease the path to sourcing your property. During this Kickstart Session, we will explore:
- What is a tangled title and how does it occur?
- As a developer, what should you do if a property has a tangled title?
- How can you work with a homeowner to resolve a tangled title issue?
- What resources are available to address tangled titles?

Jaclyn began her career at DCRAC as a volunteer in the Low Income Tax Clinic while she was a student at Widener University School of Law. Today, she leads the DCRAC Nonprofit Law Firm—a unique legal services model that provides a fee schedule for services based on the client’s ability to pay. Jaclyn’s work is primarily focused on Estate Planning and resolving Tangled Title issues. With her passion for problem solving, Jaclyn is a caring and devoted professional and mentor to the DCRAC family.
ABOUT JUMPSTART WILMINGTON
Jumpstart Wilmington was launched to help Wilmington residents to become developers of their own neighborhood through quality, community-focused real estate development training and financing options. Our program is modeled after the original Jumpstart Germantown Program, which was created by Ken Weinstein to facilitate the revitalization of the Germantown neighborhood of Philadelphia through high quality residential renovations.
Increased local developer capacity in Wilmington is the key to scaling development activity and revitalizing communities more rapidly. We see residents of Wilmington communities as the best resource for neighborhood revitalization, as many have potential to effect positive change in their neighborhoods. Jumpstart Wilmington can provide aspiring developers who live in Wilmington communities with the skills, knowledge, and support they need to rehabilitate key properties, one at a time. In the absence of established real estate developers willing to invest in smaller scale projects, this program will cultivate a force of new local developers who currently reside in Wilmington or have a commitment to improving Wilmington neighborhoods.
