A new chapter of investment and revitalization is underway along the North Market Street corridor as community leaders and partners broke ground on March 19, 2026, on a mixed-use development at 2923 N. Market Street. The project, developed by Nasr Mohamed, a graduate of the Jumpstart Wilmington developer training program, will convert a previously vacant lot into a three-story, 7,200-square-foot mixed-use building featuring both affordable housing and neighborhood-serving commercial space.
Located on a site previously owned by the Wilmington Land Bank, the development responds directly to strong demand for family-sized housing and accessible commercial amenities in the surrounding neighborhood.
“This development is an example of how community-centered investment can deliver both housing stability and economic opportunity to a community,” said Dionna Sargent, VP and Tri State Market Lead at Cinnaire. “By supporting local entrepreneurs like Nasr and pairing training with access to capital, we can transform vacant spaces into vibrant assets for Wilmington families. This project reflects a practical, scalable model for equitable development—one that strengthens neighborhoods, supports small businesses, and creates lasting impact block by block.”
The building will include two ground-floor commercial spaces designed for restaurant use, contributing to street-level activity and expanding local food options. Above, the second and third floors will feature four three-bedroom apartment homes. All units will be available to Section 8 applicants, supporting long-term affordability and housing stability.

“This project reflects what is possible when local talent, targeted training, and mission-driven investment come together,” said project developer Nasr Mohamed. “It is creating both housing opportunity and economic activity in a corridor that is ready for reinvestment.”
The development represents a strategic reinvestment in North Market Street—bringing a vacant parcel back into productive use, supporting small business growth, and delivering high-quality, family-sized affordable housing.
“This mixed-use project represents the kind of thoughtful, community-centered investment our neighborhoods deserve,” said Councilman Owens during the ceremony. “By transforming a long-vacant parcel into a space for local businesses and family housing, we are continuing the work of strengthening the North Market Street corridor and ensuring Wilmington residents have opportunities to live, work, and thrive in their own communities.”
The project is supported by Jumpstart Wilmington and Cinnaire, organizations committed to expanding access to capital and training for emerging developers and strengthening communities through equitable development.
The groundbreaking ceremony took place on Thursday, March 19 at the project site.
